2.         MINUTES OF MEETING HELD ON 16th NOVEMBER 2006

 

Clarification of 20/20 vision monies – £3 million is available and will be split between the two authorities. Amounts in each portion have yet to be decided.

 

 

3.       MATTERS ARISING FROM MINUTES

 

3.1 Emotional Literacy Programme

 

Primary School staff has already received training on Emotional Literacy. Liz Morris, the ‘guru’ of emotional literacy, facilitated some of this training. However it is too soon to have a proper evaluation of the programme.

 

Willie explained that essentially there is not a secondary school programme in place at the moment – however Liz Morris is happy to lead a working group on this - Craigroyston are also interested in this development. This initiative could be incorporated into the 20/20 vision programme. Unfortunately children who are presently in Primary School will miss out on the continuation of the programme into secondary school this time around. It is more likely to be 2007 – 2008 before it is established in secondary.

 

John Enquired when any of the work might be done on a community level – Willie thinks this may be even further down the line. He also enquired if it would be possible to have any links with the two Primary Health Teams, tying up education and health. Willie thinks it is too soon at the moment to commit to partnership work with health – however the connections are noted.

 

3.2 CALNET

 

Derek sent John the Community Learning and Development Strategy which he has subsequently circulated to network members.

 

 

4. PARC Update

 

4.1 Primary Schools Joint Campus

 

The Wauchope Square Plan was submitted to CEC Planning in December but has subsequently been continued. The obviously impacts on the plan for the new school joint campus, which need to be agreed in tandem with the Wauchope Square one. However it is still hoped that the building work for the new school will keep to the previously agreed time frame.

 

4.2 Playing Fields Update

 

Planning application has been submitted for the all weather pitch. Sports lottery funding will be sought and PARC have employed a consultant to work up the bid. It is hoped that there will be a Community Sports Forum in Craigmillar – a properly constituted community body. Initially the bid was to be submitted for the March deadline - however there will now be a bid for the pavilion and pitch together - and this bid will be submitted in September. The pitch will be sited on the disused ash park – behind the existing grass pitch.

 

4.3 Early Years

 

Anne has only been in post a short time and will shortly be carrying out an audit across the East Neighbourhood. She is keen to meet all head-teachers and other stakeholders as soon as possible.

 

With regard to nursery provision Anne has already seen a lot of integrated practice that she would like to replicate and build on. The three existing nurseries may not all be used for the same purpose, for example one may be for under 3’s and one will have more emphasis on families.

 

4.4 Joint Campus Parents Room

 

Linda informed the group that the new joint campus will needs a parent’s room with a kitchen corner, ideally a computer working space and a meeting space. Adult sized chairs are also needed and some storage space. Using other space, which is meant for other purposes, is not ideal – adults being ‘parked’ in a child friendly room is not conducive to a good working environment for parents.

 

Barbara added that there will be spaces available in the first few years until the school fills up which could be arranged to suit adults in the first instance.

 

 

5. LEADERSHIP AND AMBITION: 20/20 VISION

 

Willie informed the group that the 20/20 Steering Group – mainly made up of senior staff in Children and Families – will be going on a residential this week-end. They will be going through the draft action plan and the four themes with a ‘fine tooth comb’. Both Ewan Hunter, of the Hunter Foundation and Donald Henderson, of the Scottish Executive, will be attending. It is also hoped there will be more clarification on where school and community come together after this week-end.

 

The three schools involved are working towards a common curriculum model. However there should be no significant changes until 2007/2008. They will also be looking at what happens to curriculum changes after the three years are up – any initiatives must be sustainable or there is no point in implementing them.

 

 

6. CALNET Update

 

6.1 National Library

 

John informed the group that the National Library of Scotland plans to allow public access after receiving Heritage Lottery Fund monies. Amber clarified that this will include an events space and extended reader’s facilities. Web-site address is www.nls.uk.

 

6.2 School Boards Evolving to Parents Councils

 

John and Barbara updated the group on the evolving school boards. It would seem that the Scottish Executive see the best way forward as leaving it up to the school. Model constitutions will be available for guidance. They will have the same legal status as School Boards did and will be able to feed into the schools Inspectorate. Linda believes that the bill does not seem to mirror the research that had been made available. Further information can be obtained at the Parent Zone web-site www.parentzonescotland.gov.uk

 

6.3 Haywired

 

An agreement has now been signed with Napier re Equal Funding for Haywired. This means that recruitment for staff can now go ahead and an advertisement for staff will be released shortly. It is hoped that there will be a Project Manager in post by approximately April. Ideally they will have experience of the community development/learning field and ICT knowledge.
